Tom is right rescheduling at this time is almost impossible due the scientific constraints not only for Dr. Bruland but also for the science scheduled following this cruise. Ken Bruland 21 August - 28 September R/V Melville, will be carrying out most of his work in Peruvian and Ecuadorian waters. As his cruise was scheduled to begin in San Diego a few stations were added on his way south in Mexican waters. It would be a shame to have to cancel this work in Mexican water due to this hard nose view of the 180 day rule. At this time I am not at liberty to cancel Dr. Bruland's Mexican clearance request, I'd like to speak to him first. I would like to know exactly what date SRE wants us to begin Brulands cruise?   Thanks, Liz       Hello Tom! Unfortunately, this a something that SRE is getting very strict on. There are a number of intergovernmental documents that are being negotiated on these issues, and these documents set deadlines for each institution to reply. For these deadlines to be enforced, SRE, has to begin by submitting on time.   While we are fully aware that rescheduling these vessels will be difficult, Institutions (which are aware of the 180 days advanced time requirement) at the long-term will be receive the benefit of timely approvals.   This may be the first real effort from SRE (and all the government) to try to improve the research permits processing. I personally believe that we should give SRE a chance to improve the system. Don't you think so?   Regards! Date: Thu, 4 Nov 1999 12:03:47 -0700 To: shipsked@ucsd.edu From: Ken Bruland <bruland@cats.ucsc.edu> Subject: Foreign Clearances Cc: bruland@cats.ucsc.edu     Dear Rose Dufour and/or Elizabeth Brenner,   I have just been reading all the information on requesting foreign clearances for our upcoming research cruise on the RV Melville. On the checklist it recommends that we seek advice and obtain clearance forms from the appropriate individual at the operating institution. From what I could decipher, the two of you are the appropriate individuals for me to turn to. If not, please advise me who I should contact.   The latest schedule has us departing San Diego on 21 August 2000 and ending in Arica, Chile. If possible, we would like to plan on one day of science in the upwelling region off the West coast of southern Baja California on our way South. That would allow us to do some science and would also serve as a shakedown or trial test of all our equipment. The liability is that it will require clearance by the Mexican government.   The next science will be carried out in the vicinity of the Galapagos Islands where we will be looking at the "island effect" whereby weathering of iron from the islands allows enhanced productivity downstream of the islands. Thus, we will need clearance from Ecuador. (If you think it would be possible, we would really enjoy a port stop in the Galapagos Islands to go ashore and stretch our legs and get a chance to appreciate the shorelife - this would not, however, have any scientific justification except perhaps to change personnel. The justification for us going ashore would be as tourists.)   Then we will work our way in to the Peru coast and spend the bulk of the cruise carrying out onshore/offshore transects along the Peru coast working our way South along the entire Peru coastline. The majority of research will be within 200 miles of shore and we will want to go to within a mile of shore. Thus, Peru is the key most important foreign clearance to obtain.   We plan to end our science off southern Peru and just transit into Arica, Chile (at the northern end of Chile). Thus, We should not have to obtain clearance for any research off Chile.   So, in summary, the bulk of our research will be performed off Peru. This is the most important research effort. The Peru clearance is absolutely essential. The second most important component is the work off the Galapagos Islands and will require a clearance from Ecuador. The one day of science off Mexico, would be great, but might be a real hassle in obtaining clearances, etc. From your experience, will we need a port call in the Galapagos Islands just to allow a change of foriegn scientists - e.g., allow the Ecuador and Peru observers to board the ship. It will not be too much of a problem saving enough berths for the foreign scientists. The hardest thing will be for us to come up with enough travel money for them. Or what about a quick port stop somewhere in northern Peru to allow exchange of scientific personnel? That might be a more feasible place to exhange foreign scientific observers from the coastal states and perhaps have a US scientist (or two) join the cruise.   I would appreciate starting a dialogue with you on foreign clearances.
